Ferber, Sgt. Golden, and PO Robinson exit their unmarked vehicle and approach three black youths on the sidewalk and begin to frisk them. Plaintiff took photographs of the encounter with his cell phone. As the Defendants returned to their vehicle, Plaintiff commented to one of the youths to ask for a badge number or identification next time. Defendants apparently heard what Plaintiff said and they began to follow Plaintiff's car in their vehicle. Plaintiff was apprehensive about his safety and he called 911 and explained to the operator what was happening. Defendants then pulled the Plaintiff's vehicle over and exited their vehicle with weapons drawn on Plaintiff. Plaintiff asked Defendant Ferber to see his badge and Defendant physically removed Plaintiff from the vehicle and Defendant Golden disconnected his call to 911; and Defendant Robinson said something to the effect of they were going to arrest him to teach him a lesson about meddling in other people's business. Defendant Officers then searched the Plaintiff and handcuffed him so tightly that the cuffs broke his skin. They then pushed Plaintiff into the police vehicle and Defendant Ferber threatened him and they then drove Plaintiff back to where the three youths were standing. Defendants Ferber and Golden then exited the vehicle and attempted to get the youths to say that they witnessed the Plaintiff assaulting a woman earlier in the day, but they refused to cooperate. Defendants then proceeded to drive Plaintiff around and were verbally threatening and intimidating him for \"being an activist.\" Plaintiff repeatedly informed the Defendants that his knee and wrists were hurting him.\n\nWhen they arrived at the 70th Precinct, Plaintiff was taken to the front desk area, where Defendant Ferber pulled Plaintiff's pants down and began to search him. Several minutes later Plaintiff requested an ambulance because of the pain in his knee and wrists, but Defendants Ferber and Robinson denied the request. Plaintiff was transferred to a holding cell where he was held for approximately forty-five days before being released on a Desk Appearance Ticket for Disorderly Conduct. Plaintiff was then provided with his cell phone, but his driver's license was not returned to him.
