When she arrived at the hospital, Plaintiff was not told what type of treatment she would receive or what kind of doctor would be seeing her. Plaintiff was given a psych evaluation. After the first handcuff incident, police officers placed pink handcuffs too tightly on Plaintiff and got handcuff key stuck. EMS could not get the key out or the handcuffs off and had to use a blow torch to burn off the handcuffs and a drill to remove the handcuffs from Plaintiff's arm.
