One of the officers exclaimed \"I just saw you,\" and they exited their car and ran towards plaintiff and Sepulveda. They grabbed Sepulveda and threw him to the ground, forcing him to drop $100, which plaintiff picked up. Plaintiff began recording the officers on her phone, complying when the officers asked her to step away. Additional officers arrived and Sepulveda was arrested. Plaintiff was never questioned or detained by officers during this interaction. Later that day, plaintiff visited the precinct twice to drop off food and water for Sepulveda. During the second visit, while outside of the precinct, Officer Brewster told plaintiff to turn in the $100 Sepulveda had dropped, to which she agreed. They re-entered the precinct and approached the Desk Sergeant, who told Brewster to turn off his body camera, which he did. Plaintiff gave the money to Brewster and returned home without incident. \n\nOn February 6, 2019, Sepulveda was released, and plaintiff returned to the precinct with him in order to collect his personal belongings. Officer Cesar approached plaintiff, saying he wanted to question her. Plaintiff declined, and Cesar placed her under arrest. She was frisked & searched by a Jane Doe officer in full view of everyone in the precinct lobby, and the phone she had used to record the officers was seized. Cesar and Doe placed her in a cell not monitored by video cameras. Plaintiff began to have an asthma attack and alerted officers that she needed her medication. None was provided, even after plaintiff's mother brought her inhaler to the precinct. Throughout the day, Cesar sat across from her outside her cell, flirting with her and making suggestive comments about her appearance. Plaintiff was transferred to Central Booking, during which time the Jane Doe officer handcuffed her excessively tightly (causing lasting pain when writing & typing). Plaintiff was charged with obstruction of governmental administration, based on supposed interference in Sepulveda's arrest. The DAO declined to prosecute and she was released. The Officer's alleged that Plaintiff was in possession of the bags of crack cocaine and arrested him by handcuffing his arms tightly behind his back. On April 17, 2015, Plaintiff was transported to a police precinct and subject to an invasive strip search and physically assaulted by Officer Cesar and other unnamed Officers, wherein Plaintiff was denied medical treatment. The Plaintiff lost consciousness and injured his neck and back. On May 22, 2015, Plaintiff was assaulted by the DOC defendants at Elmhurst Hospital and injured his feet. On June 8, 2015, Plaintiff was assaulted by the DOC and reinjured his neck and back. On June 30, 2015, Plaintiff was assaulted by the DOC defendants and reinjured his neck and back (on Rikers Island and unlawful placement in punitive segregation). On September 5, 105, Plaintiff was assaulted by the DOC defendants and injured his left foot when they slammed a metal gate on the foot. On September 24, 2015, Plaintiff was assaulted by DOC defendants resulting in lose of consciousness and injured neck/back. On October 25, 2015, Plaintiff was assaulted by DOC defendants and was exposed to OC spray. On November 5, 2015, Plaintiff was assaulted by the DOC defendants and reinjured his neck and back. On November 17, 2015, Plaintiff was assaulted by the DOC defendants and was not able to attend his Court hearing because of reinjury to his neck, back, and wrist pain.
