Defendant unnamed NYPD officers approached the plaintiff and ordered him to get against the wall without any explanation. The officers frisked and searched Plaintiff without probable cause before handcuffing him in an excessively tight manner. Plaintiff was falsely charged with numerous violations of the law including Criminal Sale of a Controlled Substance in the Third Degree. Plaintiff was transported to the 28th Precinct, and requested on numerous occasions medical attention for his high blood pressure. He was denied medical attention, and suffered convulsions. Plaintiff was detained for approximately 24 hours before he was released before being arraigned. Defendant Officers Jose Hernandez and Fortune Douglas falsely stated to the New York Country District Attorney's Office that Plaintiff had committed a crime despite knowing that they lacked a legal and factual basis to allege Plaintiff committed any crime.
