The officers - who knew plaintiff from the area due to a history of harassing him by regularly pulling him over for petty traffic infractions - berated and mocked plaintiff.  The officers also falsely claimed that Officers Daniel Goldberg and Joshua Moscoso personally observed plaintiff hitting the police car and fleeing the scene.  However, the officers had conclusive information prior to arresting plaintiff that neither plaintiff nor his vehicle were involved in the accident as the license plate of the car involved in the accident did not match the license plate of plaintiff's car.  The officers also falsely reported to the district attorney that plaintiff admitted to driving the vehicle involved in the accident, and that plaintiff owned a vehicle with a license plate matching the license plate of the car involved in the accident.
