Some of the POs had a history of misconduct prior to this incident. The occupants, including Plaintiff, exited the vehicle as ordered. Plaintiff had been recording since the initial stop and continued recording after exiting the vehicle. POs asked Plaintiff for identification and when Plaintiff asked why POs falsely arrested Plaintiff. Specifically, POs grabbed Plaintiff, slammed him against a vehicle, and placed excessively-tight handcuffs on Plaintiff. Plaintiff was taken to the 44th Precinct and wrongfully searched. POs kept Plaintiff detained for several hours before his release and provided false police reports to justify his detention.
