Defendant officers pulled contraband from their own persons and falsely attributed its possession to Plaintiff, accusing him of possession of a controlled substance. Defendant officers grabbed Plaintiff, physically restrained him while violently contorting his arms back, then affixed handcuffs excessively tightly, causing injuries to Plaintiff's back, neck, arms, hands, and wrists. Despite Plaintiff's complaints, Defendants did not loosen the handcuffs. Defendant officers attested and filed the criminal complaint against Plaintiff, falsely accusing him of criminal possession of controlled substances (including crack cocaine, heroin, or marijuana), causing a malicious prosecution. Plaintiff was detained for over 6 hours until he was released, causing Plaintiff to violate his contract with his Alternative to Incarceration Counselor. Plaintiff alleged a free speech retaliation claim, but it is unclear what speech was uttered.","documents":[{"url":"https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=0vwohoJg_PLUS_Flu/b0jX5y_PLUS_Xw==","type":"complaint"}]},{"name":"F.,h an Infant Bymng Cruz, Yomari vs City of New York, et al.","start_date":"2019-11-06","disposition_date":"2023-12-14","payout_amount":125000,"disposition":"Settlement","docket":"032733/2019E","court":"Supreme Court - Bronx","officer_name":"Lopez, Harrynson","summary":"On May 20, 2017, at approximately 7:00 PM, in the vicinity of East 167th Street and Third Avenue, Clark Playground, Bronx, NY, child Plaintiff and another child engaged in a verbal altercation, but no physical fight occurred.
