Officer Nelson ultimately demanded that no other major events ever be held at the cafe. A similar shutdown occurred on February 18, 2017, even though the liquor license and occupancy count were lawful, and on that instance defendant officers damaged plumbing in the mens room. Chou, and Officer Aurel Hoxha (Shield No. 13176), initiated and maintained false criminal proceedings. Specifically, defendant-Officer Hoxha alleged that they witnessed the plaintiff unlawfully possess, sell, store, and sell alcohol without a liquor license. Defendants Hoxha and Chou were made these claims deliberately to prevent, curtail, or harass Caribbean owned businesses from engaging in ethnically and culturally-styled music and entertainment events.
