Plaintiff questioned why he was being ticketed, at which point the officer placed handcuffs on him, put Plaintiff Bissessar in a headlock and repeatedly struck his face.  After falling to the ground, Plaintiff Bissessar was kicked several times before being put in a car.  Despite being pregnant, Plaintiff Shephard tried to intervene but was pushed to the ground and handcuffed.  Both Plaintiffs were transported to the 106th Precinct where officers swore false statements for criminal charges.  Plaintiffs were arraigned on March 21, 2011, but all charges were adjourned on June 14, 2011.
