Police Officer Mohammad Ali and Police Officer Hammad Syed of the 61st Precinct responded, and called for backup after plaintiff's ex-boyfriend drove his car to the front of plaintiff's home, and again yelled at her and spat in her face. Officer Chanthou Pang, Police Sergeant Farrell Goldman and another officer, also of the 61st Precinct, responded to the call for backup. Plaintiff's ex-boyfriend had previously told her he had a personal relationship with Sergeant Goldman (they had attended high school together), and he had helped plaintiff's ex-boyfriend beat prior domestic violence charges. The police officers refused to arrest the ex-boyfriend or permit the plaintiff to file a police report. Over the next several months, the plaintiff's ex-boyfriend continued to harass her and her two young sons, and despite calling 911 many times, NYPD officers from the 61st Precinct never enforced the order of protection. Almost every time the plaintiff called 911, her ex-boyfriend would leave the premises before the police arrived, and may have been warned by Sergeant Goldman or those he directed. When Officers Ali, Syed, and Pang responded to plaintiff's 911 calls, they minimized her complaints and falsely stated that the ex-boyfriend was allowed to be at the plaintiff's address because his disabled mother lived downstairs.
