They began to question him, when one of the Defendants suddenly grabbed Plaintiff, pushed him backwards, and slammed the back of his head into the door frame, causing Plaintiff to begin bleeding. Plaintiff was then placed in overly-tight handcuffs and physically dragged out of the building and into an ambulance. To drag Plaintiff, Defendants grabbed him by his dreadlocks (which are religiously significant to Plaintiff), tearing some of them out in the process. Defendants provided false information to take Plaintiff to a hospital, where he received medical care.\n\nA week later, on July 9, 2022, other Defendant Police Officers came to Plaintiff's apartment. They had him step outside, then arrested him for \"mental health reasons\" without justification. Plaintiff was placed in overly-tight handcuffs, and Defendants refused to loosen them. Plaintiff had an unrelated foot injury, and one of the Defendants kicked him in that leg, causing further pain and injury. Plaintiff was then again dragged to a hospital against his will; more of his dreadlocks were ripped in the process, while the staples from his last injuries were also dislodged. The officers intentionally damaged Plaintiff's motorcycle. One of the officers handcuffed Plaintiff's wrists so tight that the handcuffs punctured his left wrist. Plaintiff also suffered multiple injuries as a result of the officers' conduct. Officer Jeremy Stumer was present during the use of excessive force against Plaintiff but failed to intervene. Plaintiff was arrested by the 6 officers and Officer Stumer on a false charge of Reckless Driving. After the arrest, he was taken to the precinct and imprisoned for a period of time. The 6 officers and Officer Stumer had no warrant or other legal process authorizing the arrest or the imprisonment. Officer Stumer instituted a criminal proceeding accusing Plaintiff of the crime of Reckless Driving despite knowing that the charge was false.
