Upon his exist from the Target store, defendants, Officer Carlos Pacheco and an unidentified officer, handcuffed Mr. Delorbe, who fell to the ground (he uses a cane to walk). Defendants handcuffed Mr. Delorbe so tightly as to cause pain and leave visible marks on his wrists. Defendants refused to allow Mr. Delorbe use his cane when they forcefully marched him to the police vehicle. As a result of falling to the ground and being forcefully put into the police vehicle, Mr. Delorbe suffered injuries and pain, including bleeding and a cut on his thumb. Mr. Delorbe requested medical attention at the precinct and was brought to the hospital, where he was handcuffed and shackled and where his blood was taken without his consent. Mr. Delorbe spent over 24 hours in custody.
