On the morning of December 4, 2012, an unidentified officer called Plaintiff to speak with her about her complaints. Plaintiff agreed, and Detective Theodore Stefatos and two unidentified officers came to Plaintiff's apartment where they told Plaintiff to stop calling 311. Plaintiff was then arrested for calling 311 too much. Unidentified officers handcuffed Plaintiff and took her to the 43rd Precinct where she was held for approximately 4 hours. \n\nDetective Stefatos executed a Desk Appearance Ticket, charging Plaintiff with offering a false instrument for filing in the second degree despite Plaintiff not offering a written instrument nor false information to any public office/servant. When Plaintiff appeared in court, Plaintiff was informed that the charges against her were never filed.
