Jennings was improperly targeted by the officers based on race, religion, national origin, ethnicity, or other improper characteristics. Specifically, Jennings was improperly targeted based on her African American female identity. Jennings was approached by the above personnel for no apparent reason and without reasonable suspicion and questioned her. Mui, Oquendo, and Does then improperly accused Jennings of crimes that she did not commit. Jennings was improperly searched and were physically assaulted with excessive force causing Jennings fear for her safety. Jennings was also applied excessively tight handcuff which she asked to loosen due to the pain and the discomfort, but was ignored. The tight handcuffs subsequently left her with more physical injuries. \nJennings was wrongfully detained for 2 days, and the officers maliciously prosecuted Jennings -and conferring with other to do so, but all charges against Jennings were dismissed. However, Jennings was denied a right to a fair trial due to the officers' fabricated evidence. The above personnel maliciously prosecuted Jennings with the goal of getting overtime pay and hiding their improper conducts. They also could have intervened to stop the misconduct, but failed to do so. As a consequence, Jennings suffered from multiple physical, emotional, and psychological injury.
