Plaintiff was stopped without cause by two defendant officers. Defendants ordered Plaintiff out of his car and slammed him against it, then searched the car without Plaintiff's consent. After Plaintiff was detained for half an hour, two defendant officers presented Plaintiff with a DMV traffic summons for a defective headlight, despite Plaintiff’s headlights were working. Plaintiff took his car to a police precinct immediately thereafter, where a different police officer provided him with a paper confirming that his headlights were in working order. \nOn February 8, 2013, Plaintiff was locking up his car in a lawful parking spot outside of his daughter’s mother’s home in the Bronx when he was approached by Defendants Lugo, Lasso, and Santos. Defendants detained and arrested Plaintiff, and falsely charged him with disorderly conduct violations and moving infractions. After Plaintiff’s arrest, he was held in police custody a number of hours\nbefore being released with four summonses. After returning to court several times, one of the summonses issued to Plaintiff was dismissed, and he was acquitted of all remaining charges at trial. \nOn May 9, 2014, near East 234th Street and Bronx Boulevard in Bronx, NY, Plaintiff was once again pulled over and subjected to a harassing stop and detention by Defendant Officers Vega and Henderson. Defendant officers falsely claimed Plaintiff ran a stop sign and intentionally or recklessly obstructed vehicular traffic, and issued Plaintiff a summons for Disorderly Conduct, as well as falsely claimed that Plaintiff’s car had an insufficient license plate light, and issued Plaintiff a DMV summons. Plaintiff was detained for a period of time by the Defendant officers without lawful cause. Both of the May 9, 2014 summonses issued to Plaintiff were dismissed.","documents":[{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nysd.432793/gov.uscourts.nysd.432793.1.0.pdf","type":"complaint"},{"url":"https://www.documentcloud.org/documents/4920346-Johnson-v-The-City-Of-New-York-et-al"}],"url":"https://www.courtlistener.com/docket/13144647/johnson-v-the-city-of-new-york/"},{"name":"Johnson, Donovan vs City of New York, et al.","start_date":"2014-05-15","disposition_date":"2014-07-15","payout_amount":0,"disposition":"Zero Disposition","docket":"302560/2014","court":"Supreme Court - Bronx","officer_name":"Kavanagh, Kevin","documents":[{"url":"https://www.documentcloud.org/documents/4921763-Johnson-v-The-City-Of-New-York-et-al"}]},{"name":"Laino, Richard vs City of New York, et al.","start_date":"2014-05-09","disposition_date":"2014-12-12","payout_amount":89000,"disposition":"Settlement","docket":"14CV03082","court":"U.S. District Court - Southern District NY","officer_name":"Kavanagh, Kevin","summary":"On April 9, 2013, Plaintiff was walking when three officers approached and asked for identification, which he produced. When Plaintiff identified the bag he was carrying as personal belongings, Defendant Officer Thomas Maroney ripped it from his hands, threw Plaintiff against a car, and cuffed him. At the 52nd Precinct, Plaintiff complained that his wrists were being injured by the cuffs, but Defendants Maroney and Medina ignored him. Plaintiff passed out twice from the pain. The handcuffs were removed only so Defendant Maroney could strip search the Plaintiff, after which they were again applied. Defendant Maroney also slapped Plaintiff and forced his head against a wall.
