NYPD officer Luis Reyes approached the driver’s side window. Officer Reyes pulled the car’s owner—Plaintiff’s friend—out of the car and began to beat him. Then an unknown NYPD officer appeared at Plaintiff’s door and pulled Plaintiff from his seat. The officer used such force that Plaintiff’s face struck the door, chipping his front tooth. The officers then arrested Plaintiff and detained him for nearly 24 hours. His handcuffs were so tight that they caused lacerations and pain on both wrists. Plaintiff was denied water, a phone call, and opportunity to speak with an attorney while detained. As he was released, Plaintiff was handed a letter stating that his arrest was dismissed by the DA’s office prior to arraignment. \n\nOn January 2, 2021, Plaintiff was again stopped by Officer Reyes and the same other officer while in his car, just blocks from his home in Queens, New York.
