When Plaintiff could not, PO Werber asked Plaintiff to produce identification. Plaintiff asked why they wanted his identification, informing the POs that he was a peace officer. POs Werber and Antoine insulted Plaintiff, telling him they didn't know what a peace officer was. The POs proceeded to give a parking ticket to Plaintiff's friend, who was using the ATM across the street. When Plaintiff's friend asked why they were ticketing him, the POs told him that he could \"thank [his] friend and his mouth,\" referring to Plaintiff. Plaintiff showed his identification to PO Werber. \nPlaintiff and his friend then attempted to leave the area via his friend's car, but they could not find the car keys, so they proceeded to search for them on the ground nearby. As they were searching for the keys, PO Werber told Plaintiff, \"Bounce or you are going under,\" before slamming him into the ground, causing cuts and bruising to his face. PO Werber then proceeded to handcuff Plaintiff, placing his knees on Plaintiff's back and neck. During this arrest, PO Antoine handed the \"missing\" car keys to Plaintiff's friend. Plaintiff was taken to the precinct and falsely charged with Disorderly Conduct and Resisting Arrest. At the precinct, he requested medical attention, which was denied. He was released 24 hours later.
