Despite Plaintiff not resisting arrest, he was handcuffed so tightly as to induce pain to his right wrist. Plaintiff was taken to the hospital accompanied by officer Aponte, at which he was handcuffed to the hospital bed. Plaintiff complained to officer Aponte that the handcuff was too tight, so officer Aponte inserted a key into the handcuff and broke it, rendering the handcuff inoperable and stuck on Plaintiff's wrist.
