Plaintiff was illegally approached, stopped and asked him for his name and identity, without probable cause, reasonable suspicion, valid search or arrest warrant, or any legal justification whatsoever by Defendant Officer Katherine Sepulveda and defendant officers John and Jane Doe 1-10. Plaintiff then politely inquired as to why Defendants had approached and stopped him as he had not committed any criminal offense. Defendants  then lied and told Plaintiff that he had an open warrant out for his arrest when Plaintiff did not and then told Plaintiff to walk away. Plaintiff then lawfully complied and walked away from Defendants, when said defendants then illegally approached and stopped Plaintiff again after a few minutes, falsely accused him of a criminal offense, and unlawfully seized Plaintiff with their outstretched hands violently grabbing Plaintiff about his person. Defendants then contorted Plaintiff's arms behind his back to affix metal handcuffs to Plaintiff's wrists in an excessively tightened fashion. Plaintiff complained of the tight handcuffs but the defendants refused to loosen the handcuffs. Defendants then illegally searched Plaintiff's person without his consent in plain view of bystanders and  found no contraband. Defendants then placed Plaintiff in a police vehicle and transported him against his will to the NYPD Midtown South where Plaintiff was fingerprinted, searched or strip-searched with attendant cavity inspection, photographed, questioned as to his pedigree, unlawfully interrogated without presence of counsel and illegally detained in a dank and dirty cell for approximately twelve (12) hours. Defendants then transported Plaintiff against his will to Central Booking where Plaintiff was again fingerprinted, searched, photographed, questioned as to his pedigree, and illegally detained throughout various dank and dirty cells for approximately twelve (12) hours before being released from physical custody after his criminal court arraignment on or about October 20, 2021. Plaintiff was maliciously prosecuted and denied his rights to Fair Trial and Due Process and maliciously prosecuted from the date of he was arraigned, until all adverse charges under New and unconditionally Criminal Procedure York County Criminal Court Docket No. CR-024858-21NY were summarily dismissed and sealed, pursuant to sections 160.50 or 160.60 of the New York Law on or about March 9, 2022.","documents":[{"url":"https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=Q/fizbrBeCKu6LujXK13SA==","type":"complaint"}]}],"discipline":[{"disposition_date":"2024-08-15","penalty":"A - Command Discipline, forfeiture of time/leave balances","recommendation":"Command Discipline - A","allegations":[{"desc":"Body-worn camera violation."}]}],"documents":[{"url":"https://www.documentcloud.org/documents/24441170-bronx-notified-officers-list-edited_redacted-redacted_redacted","type":"credibility-finding"}],"image":"https://www.50-a.org/images/officer/QFH-katherine-sepulveda.jpg","payroll":{"salary":"109352","regular":"108510","overtime":"20088","other":"18332","total":"146930"},"id":"QFH","url":"https://www.50-a.org/officer/QFH"}
