The defendants then accused plaintiff Polanco of a criminal offense.  They searched his person and recovered no contraband and proceeded to violently contort plaintiff Polanco's arms behind his back so that they could apply metal handcuffs, disregarding plaintiff Polanco's complaints that the cuffs were placed on too tightly causing him significant discomfort and pain.  The handcuffs resulted in plaintiff's wrists and hands sustaining loss of feeling, redness, and swelling.  Defendants then transported plaintiff Polanco to a precinct, where he was questioned as to his pedigree, fingerprinted, photographed, searched or strip-searched, and illegally detained before being transported to Central Bookings until he was arraigned and incarcerated at the Manhattan Detention Complex.  Thereafter he was incarcerated at Rikers Island for a period of time before his release on February 3, 2022.  Defendants signed a criminal complaint against plaintiff Polanco in which they knowingly affirmed the truth of the fabricated allegations against plaintiff Polanco, namely that plaintiff Polanco committed the criminal offense of robbery.\n\nIncident Two:\nOn November 20, 2018, plaintiff Rodriguez was stopped, seized and searched, battered and assaulted, detained and arrested by the defendants, armed with their handguns that were aimed at Plaintiff.  Defendants then seized and searched plaintiff Rodriguez and recovered no contraband.  Defendants violently contorted plaintiff Rodriguez's arms behind his back so that they could apply handcuffs.  The defendants then transported plaintiff Rodriguez to a precinct, where he was questioned as to his pedigree, fingerprinted, photographed, seared or strip-searched, and illegally detained before being transported to Central Bookings until he was arraigned and incarcerated in the Manhattan Detention Complex.  Thereafter he was incarcerated at Rikers Island for a period of time before his release on September 21, 2022.
