They allege that the Defendants violated their constitutional rights by subjecting them to inhumane conditions of confinement. These conditions include:\n(1) overcrowding - Plaintiffs were packed into overcrowded cells, often forcing them to only have space to stand for hours. When the space opened up, Plaintiffs were forced to sit or lie on filthy hard ground. The benches found in some cells were insufficient to accommodate the crowd. \n(2) unsanitary toilets - The exposed toilet in each call at BCD lacked a seat, lid or sufficient privacy. The toilets were often covered in feces, vomit, urine and other excrement. The toilets frequently clogged and overflow. BCD officers would ignore requests for toilet papers.\n(3) garbage and inadequate sanitation - Garbage, feces, urine and other excrement were splattered on the floor of the cells. Majority of the Plaintiffs did not observe anyone cleaning up the cells during their detention. When they do, it would be a quick superficial cleaning.\n(4) infestation - Most of the Plaintiffs were put in cells which were infested with rodents, cockroaches, flies and other insects.\n(5) lack of toiletries and other hygienic items - Plaintiffs were not provided with basic toiletries, such as soap, tissues, hand sanitizer, toilet papers.\n(6) inadequate access to food and water - Plaintiffs were not provided with fresh and clean drinking water. Most of the water available was from a sink adjacent to a filthy toilet. Adequate food was not provided. Food were usually moldy, rotten, stale, expired or otherwise inedible.  \n(7) extreme temperatures and poor ventilation - Most Plaintiffs were subjected to extremely cold or hot temperatures while held in BCD. The cells also lacked ventilation.\n(8) sleep deprivation - Plaintiffs were not provided with any sleeping provisions such as mats, beds, cots, pillows or blankets. Some of the Plaintiffs were so desperate they slept on the filthy hard floor or benches in the cells. \n(9) crime and intimidation - The cells held violent criminals and minor offenders, which subject the wear detainees to threats and assaults by others.
