Plaintiff was wearing a uniform and name badge with picture and operating a FedEx truck. Upon driving to the loading dock located behind the Center, plaintiff saw an officer and asked if he could briefly park in front of the dock to pick up packages. The Officer responded plaintiff would need to ask the Barclays Center security guard. Plaintiff asked the guard if he could park by the dock to pick up packages. The guard responded the plaintiff could not. Plaintiff moved his truck past the dock entrance and was no longer in front of it. He got out his truck and walked to the dock to pick up packages. Plaintiff was approached by the officer and guard who stated plaintiff could not park his truck in that location. Plaintiff moved his truck across the street from the dock, then walked to pick up packages. Three officers walked towards plaintiff and stated he could not park in that location. Plaintiff parked his truck a block away from the dock. Plaintiff went inside the dock for packages to pick up. Seeing none, plaintiff walked out of the dock, towards his truck. Esson came up to plaintiff and demanded to see plaintiffs ID. Esson grabbed plaintiff by his shirt and handcuffed him. Plaintiff felt he was targeted because of his race. Esson escorted plaintiff to the 78th Precinct, and directed another officer to issue a ticket for the truck's parking violation. Plaintiff was searched and placed in a holding cell for 2 hours. Plaintiff was not allowed to call his employer or wife, about the arrest. Esson handed plaintiff a summons for disorderly conduct and released him. On October 1, 2013, the charge against plaintiff was dismissed and sealed.","documents":[{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nyed.350429/gov.uscourts.nyed.350429.1.0.pdf","type":"complaint"}],"url":"https://www.courtlistener.com/docket/13138707/matos-v-city-of-new-york/"}],"discipline":[{"case_no":"2009-975","disposition_date":"2012-01-14","penalty":"Forfeiture of twenty (20) vacation days","opened_date":"2009-12-04","charges":[{"desc":"Wrongfully in possession of an unauthorized duplicate Department shield","disposition":"Guilty"}],"documents":[{"name":"Document","url":"https://www.documentcloud.org/documents/4418927-nypd-cases-524.html"}]}],"documents":[{"url":"https://www.documentcloud.org/documents/24441170-bronx-notified-officers-list-edited_redacted-redacted_redacted","type":"credibility-finding"}],"image":"https://www.50-a.org/images/officer/QU97-marvin-esson.jpg","payroll":{"salary":"109352","regular":"108510","overtime":"47088","other":"25975","total":"181573"},"id":"QU97","url":"https://www.50-a.org/officer/QU97"}
