Stopping to observe it, he was pushed by an unknown Defendant officer (John Doe 1), who told him to leave the scene. Plaintiff attempted to comply, but was stopped by Defendant Inspector Lance, who also told him to leave the scene. When Plaintiff attempted to tell Lance that he was leaving, Lance struck his bicycle tire with his baton/asp, causing it to pop, and then struck Plaintiff with the baton/asp. Defendant Johnson and Doe Defendants #2-7 joined in the assault, during which Plaintiff was thrown to the ground and continually beaten with batons. Plaintiff was detained and arrested, and defendants applied handcuffs with excessive tightness. Plaintiff was moved into a prisoner transport vehicle rather than being issued a summons or processed on the street. Plaintiff was unlawfully interrogated without access to counsel or Miranda warnings; the interrogation included his political activities. While in custody, he asked for medical attention for his baton injuries, and Defendant Officer Auguste told him it would be a \"long night\" if he got medical care; this statement deterred Plaintiff from seeking medical attention (and thereby denied him care). Plaintiff was released with a summons two hours after his initial interactions with the police. The criminal proceeding against Plaintiff was dismissed on September 9, 2020.","documents":[{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nyed.475205/gov.uscourts.nyed.475205.1.0.pdf","type":"complaint"}],"url":"https://www.courtlistener.com/docket/62641327/payamps-v-city-of-new-york/"},{"officer_name":"Noonan, Kenneth S.","disposition":"Settlement","start_date":"2019-07-16","disposition_date":"2022-02-15","court":"U.S. District Court - Eastern District NY","docket":"19CV03463","name":"Farid, Kappa vs City of New York, et al.","payout_amount":84000,"url":"https://www.courtlistener.com/docket/15761193/farid-v-the-city-of-new-york/"},{"name":"Inzhin, Boris vs City of New York, et al.","start_date":"2018-02-16","disposition_date":"2018-12-14","payout_amount":12500,"disposition":"Settlement","docket":"17CV07047","court":"U.S. District Court - Eastern District NY","officer_name":"Noonan, Kenneth S.","summary":"Plaintiff was handcuffed at his place of work and Defendant Officer caused said prosecution to be initiated against on false allegations.","documents":[{"url":"https://www.documentcloud.org/documents/23577617-2018_inzhin_17cv07047?responsive=1&title=1","type":"complaint"}],"url":"https://www.courtlistener.com/docket/6705164/inzhin-v-city-of-new-york/"},{"name":"Castagna, Dawn vs City of New York, et al.","start_date":"2017-05-18","disposition_date":"2018-02-26","payout_amount":0,"disposition":"Zero Disposition","docket":"17CV01903","court":"U.S. District Court - Southern District NY","officer_name":"Noonan, Kenneth S.","summary":"The plaintiff had previously made a complaint about harassment from a former paramour, Robert Consolo.
