Desilva tackled plaintiff to the ground, while Phillip cursed at and shot her with a Taser gun. Defendants picked plaintiff up from the ground and used additional force and assaulted plaintiff when he kneed her to the face several times. Defendants attempted to cause a criminal prosecution to be commenced against plaintiff. Plaintiff was never charged with any crimes.
