In arresting the plaintiffs, the officers had no reasonable grounds to believe that the plaintiffs were engaged in any criminal activity. The plaintiffs were then transported to the precinct, where they were detained for a lengthy period before transported to Central Booking. The officers falsely charged the plaintiffs with 'Fraudulent accosting,' 'Possession of a gambling device,' 'Promoting gambling in the second degree,' and 'Loitering'. Officers knew that the plaintiffs did not commit any crime or offense, yet did nothing to intervene.
