One of Plaintiff's children phoned Plaintiff who was at work and Plaintiff returned home. Officer Cappuccio seized the child's cell phone forcibly and without justification, causing injury to that child necessitating medical care at an emergency room. Upon Plaintiff's arrival home, Officer Cappuccio arrested Plaintiff, transported her to a police station and booked her on several charges. That same day, Child Services arrived at Plaintiff's home and removed the three children, detaining and sequestering them at a housing facility. Thereafter, Plaintiff was taken to central booking where she was detained for approximately 27 hours, until her arraignment and release, on March 27, 2016 at approximately 6:00 PM. On or about March 28, 2016, custody of the three children was restored to Plaintiff.
