The car had no headlights on and no indication that it was a police vehicle. The officers did not identify themselves as such. The officers were pursuing Plaintiff on the basis he may have matched the description of a perpetrator who had fled a police traffic stop. Plaintiff felt threatened and began to run. Some officers exited the vehicle and chased Plaintiff on foot. The officers shot Plaintiff multiple times, without justification, including after Plaintiff was incapacitated. They also placed a gun in the vicinity of the incapacitated Plaintiff. Plaintiff underwent several surgeries to remove the bullets lodged into his body. Plaintiff were falsely charged with crimes, such as attempted murder. On June 27, 2014, he was acquitted of all charges, except for one count which he is currently appealing.
