NYPD Detective Brian Harrington claimed that on April 24, 2008, Ortiz told Harrington that \"people in the neighborhood\" identified Plaintiff \"Lawrence Williams\" as one of the perpetrators. Ortiz consistently denied giving Harrington the name. Harrington further claimed that he produced a computerized array of 64 pictures of people named \"Lawrence Williams\" and that on August 24, 2009, Ortiz picked Plaintiff's picture from that array. Ortiz denied having ever identified Plaintiff's photograph. \n\nOn May 20, 2008, NYPD Officers broke through the locked door of Plaintiff's friend's residence without authority and entered with guns drawn. The Officers searched the apartment and arrested Plaintiff. At the precinct, Plaintiff endured a humiliating strip search. No contraband was ever recovered. Harrington refused to allow Plaintiff access to counsel. Harrington then orchestrated a lineup that biased the witnesses toward identifying Plaintiff and submitted misleading paperwork concerning that lineup. On September 12, 2008, evidence recovered at the crime scene was found to contain DNA matching Taevon Hutchinson, but Harrington failed to follow up despite knowing that Plaintiff and Hutchinson could not have committed the crime together. On March 8, 2010, Plaintiff was convicted and sentenced to 10 years in prison.
