The officer asked plaintiff why he was smoking in the store, and plaintiff denied that he was.  The officer said to step outside, and plaintiff voiced objection.  Then the officer began pulling on plaintiff when he stepped outside the store and continued pulling on plaintiff in the middle of the street.  A patrol car drove up and other officers grabbed plaintiff, roughly threw him on the floor, and rear cuffed him, with his left shoulder internally deranged.  They arrested plaintiff without probable cause.  The officers all had body cameras, but the arresting officer intentionally covered his.  Plaintiff was taken to the precinct where he was held for six hours, and he was held for another 6 hours in central bookings.
