Plaintiff was smoking marijuana when Officer \"John\" Cavanetti asked him to put it out. Cavanetti searched him and found additional marijuana. Cavanetti handcuffed Plaintiff. Officer \"John\" Harrigan and several other officers forcefully pushed Plaintiff to the ground during which time Plaintiff's hand struck the railing at the entrance to the subway station. An ambulance transported Plaintiff and Officer Harrigan to Bellevue Hospital. Plaintiff complained that the handcuffs were too tight and causing pain, but the complaints were ignored. Plaintiff received x-rays, and when he returned from receiving them, the officers were no longer there. Plaintiff called 911 and two IAB officers came to the hospital, only to tell him to go home and that someone would be in touch with him. Plaintiff was diagnosed with a fracture of the right hand requiring surgical repair June 5, 2019, as well as multiple contusions and abrasions about his head, back, and body. He was subjected to both verbal and physical abuse by multiple members of the NYPD, including Officers Cavanetti, Harrigan, and other unnamed officers.
