When they arrived at the precinct, defendant officer Dallis approached the vehicle and threw a grey blanket over Mr. Feelings's head. The officer then grabbed Mr. Feelings and threw him onto the concrete ground, causing him to lose consciousness and receive multiple lacerations across his forehead.
