A Black Chevy Impala was driving ahead of him. As Plaintiff parked his vehicle in front of his home, the black Impala made a u-turn, turned around and came to stop immediately behind his parked vehicle. Three men who appeared to be plain clothed police officers exited the Impala and approached Plaintiff as Plaintiff opened his car door and was preparing to exit his own vehicle. The three men asked him for his license and registration, which Plaintiff immediately provided. Defendants then asked Plaintiff if he had any weapons on him. Plaintiff replied in the negative, after which the Defendants searched the Plaintiff by patting him down and checking his pockets. Defendants handcuffed the Plaintiff tightly after he did not give consent for his car to be searched and proceeded to search his vehicle for approximately 45 minutes.\n\nAfter this search, another unmarked police vehicle arrived bringing three more uniformed police officers to the scene. One of the uniformed Police Officers issued Plaintiff a summons for an expired temporary vehicle license. Plaintiff was then uncuffed and the officers drove away. Upon checking his vehicle, Plaintiff found that $150 he kept in his armrest was missing. He went to the 105th Precinct to complain about the illegal search, arrest, and theft, but Captain Fauvell refused to take his report. Defendant Ward came back to the Precinct while Plaintiff was there and asked for his identification document again. Plaintiff was kept waiting for approximately 2 hours when Plaintiff's identification was returned to him by Captain Fauvell.
