At this time, defendant Cirabisi requested that the plaintiff be transferred to the Chief of Department Investigation Review Section, Vehicle Identification Unit.  The plaintiff alleges that defendant Cirabisi had received numerous complaints about Detective Donald Hoehl in the Vehicle Identification Unit acting unprofessional and abusive towards other employees and failing to perform his duties.  Plaintiff's assignment to the Vehicle Identification Unit was meant to provide proper supervision over Hoehl and the unit.  Plaintiff alleges that defendant Cirabisi was afraid to discipline and transfer Hoehl because he was \"connected\" within the NYPD.  Upon his appointment to the Vehicle Identification Unit, plaintiff met with Hoehl and Hoehl's direct supervisor, defendant Garner, discussing his expectations, defendant Cirabisi's concerns, and instructed defendant Garner to closely monitor Hoehl.  Despite plaintiff's efforts, there was little improvement and in April 2016, the plaintiff issued Hoehl a Command Discipline for not properly performing his assigned duties.  Shortly thereafter, the plaintiff met with defendants Cirabisi and Garner, requesting Hoehl's transfer out of the unit due to poor performance. Defendant Cirabisi denied plaintiff's request.  Around July 2016, plaintiff learned that defendants Cirabisi and Garner failed to disclose that Hoehl's unprofessional and abusive behavior towards other employees and poor performance is related to alcohol abuse while on the job.  Instead of reporting Hoehl's conduct to the Internal Affairs Bureau, defendants Cirabisi and Garner ordered him to report to the Medical Division, escorted by defendant Garner and another detective.  Shortly thereafter, Hoehl was placed on Restricted Duty status and assigned to the Counseling Services Unit.  Around September 2016, plaintiff learned that he was the subject of a false allegation that he had called detective Donald Hoehl \"Donna\".  For this, plaintiff was ordered to appear before the Office of Equal Employment Opportunity, which had determined that the allegation was unsubstantiated.  Around October 2016, plaintiff was told by defendant Cirabisi that he could no longer accrue overtime hours.  Between December 2016 and February 2017, plaintiff learned that he was the subject of more false allegations, including \"stealing time\" and \"failing to supervise\".  On March 8, 2017, plaintiff was administratively transferred by defendant Cirabisi to the 106 Precinct.   On June 28, 2017, the plaintiff learned that he was the subject of more false allegations, such as \"improper use of department computers\".
