The refund of any fines, fees, assessments, restitution, or other assessments already paid by the defendant in connection with the now-dismissed case was explicitly denied in all 378 cases. Plaintiff was originally arrested in December 2003 and was a minor at the time by one of the defendant officers. Plaintiff then pled guilty to a narcotics charge and was therefore a youthful offender.
