Without probable cause or reasonable suspicion to believe he had committed any crime or offense, an officer then handcuffed and falsely arrested Mr. Sinclair. Plaintiff was handcuffed excessively tightly. Mr. Sinclair was taken to the 20th Precinct and placed in a cell. At the Precinct, defendants falsely informed employees of the New York County District Attorney’s Office that they had observed plaintiff committing disorderly conduct and prepared false paperwork, including an arrest report.
