POs hyper-extended Plaintiff's arm behind his back and pinned him against a police cruiser. When Plaintiff asked why he was being attacked an officer told him to \"shut up\" and threatened to break his arm. A second officer twisted Plaintiff's other arm behind his back and demanded Plaintiff's identification. Plaintiff provided his identification and a third officer punched Plaintiff in the back of the neck, even though Plaintiff was already restrained by two other officers. After a few minutes of being pressed against the cruiser with both arms twisted behind his back, Plaintiff began to experience an asthma attack. Plaintiff asked for his inhaler but POs refused it and continued to hold him down against the cruiser even though Plaintiff was having difficulty breathing. Plaintiff remained in this position for some time. POs then stated they were looking for a suspect allegedly involved in a crime and then left the scene.
