Plaintiff was informed that he was pulled over for not having a license plate light and was incidentally questioned by the officers. Plaintiff fully cooperated during questioning and truthfully answered all their questions. When officers asked Plaintiff if he had any weapons in the car, he responded that he had brought his registered weapon with him from Georgia and that it was either in one of the bags in the car or one of the bags that had already been taken out at which point Plaintiff was told he was being placed under arrest. \n\nAs soon as Plaintiff learned he was to be arrested, Plaintiff informed all officers within earshot that he was transgender for his own protection. The officers responded with expressions and demeanors plainly displaying annoyance, disbelief and confusion. Plaintiff who was handcuffed and standing by the police cruiser was briefly questioned as to the nature of his transgender status by several of the officers. After responding, Plaintiff could hear the officers joking amongst themselves, and a male officer approached plaintiff and aggressively began to perform a search of the plaintiff's body. Specifically, officers aggressively grabbed the plaintiff's genitals and chest in an attempt to ascertain the nature of Plaintiff's body. After this humiliating and sexually violent groping, the officers were joking amongst themselves about the search. Plaintiff was thereafter placed into a NYPD vehicle and transported to a New York City police precinct where officers involved in Plaintiff's arrest were again joking about the nature of Plaintiff's gender. During the processing of his arrest, Plaintiff was misgendered numerous times and was again searched by male officers. After hours in the holding cell, Plaintiff was transferred to central booking. Prior to the transfer, Plaintiff was sexually assaulted yet another time under the guise of performing a search.  Once Plaintiff arrived at central booking, Plaintiff was placed in a cell with numerous male prisoners, and after several hours, called an officer to request to use the bathroom. Plaintiff was required to explain his gender to the officer as an explanation for why he could not use the bathroom in the cell, and the officer responded with displays of annoyance and loudly requested the assistance of another officer. After appearing before the judge at his arraignment, Plaintiff was informed that he would be taken to \"the boat.\" Plaintiff was advised by his attorney that he would have to tell the officers with the Department of Corrections on \"the boat\" that he was a female, “because they don't know what to do with you”. Plaintiff feared for his life and safety because he did not know whether the other prisoners were aware of his transgender identity. At \"the boat\", Plaintiff was told to change his clothes, and after informing the corrections officer of his identity, plaintiff was still compelled to be partially stripped by a male officer. Plaintiff was thereafter placed in a cell by himself directly across from a holding cell with numerous other male inmates.
