Regina Debellis, who had no involvement with or personal knowledge of the custody proceedings, had never met Plaintiff, and had never met Plaintiff's child, wrongfully filed a false complaint alleging Plaintiff's daughter was in imminent risk. ACS investigated and found no merit. On May 8, 2013 Sgt. Debellis and other officers unlawfully entered Plaintiff's premises, threatened to list Plaintiff's daughter as a child at risk, and stated they would continue to make warrantless entries into Plaintiff's premises. Plaintiff reported the incident without effect. On or about May 14, 2013 Sgt. Debellis had an ex parte communication with the judge in Plaintiff's custody battle and attempted to influence the court to reverse its decision awarding full custody to Plaintiff. \n\nOn or about May 15, 2013, Sgt. Debellis filed a second false complaint with ACS. Plaintiff again reported the incident without effect. On or about May 28, 2013 Sgt. Debellis wrongfully contacted the court-appointed attorney for Plaintiff's daughter and attempted to prompt the removal of Plaintiff's daughter from Plaintiff's care. On or about May 30, 2013 Plaintiff again reported the incident without effect. On or about June 10, 2013 PO Aguirre, PO Garcia, and Sgt. Alinoe entered Plaintiff's residence and threatened to list her daughter as a missing person. For the fourth time Plaintiff reported the incident without effect. On or about July 16, 2013 other POs unlawfully entered Plaintiff's residence purporting to investigate a child at risk. Plaintiff has never been charged with any crime, and a proceeding with ACS was terminated in Plaintiff's favor.
