Despite the Plaintiff's compliance, the officers yelled at him, battered, assaulted, and dragged him out of his car, falsely arresting him in an excessive manner. They applied excessively tight handcuffs, causing him extreme pain, and those officers present but not physically involved failed to intervene. After being transported to the 71st precinct, the Plaintiff was processed, placed in a dirty cell, and denied medical attention for several hours despite numerous requests. He was later taken to Kingsboro Hospital for treatment and then to Central Booking for additional scans and searches. Subsequently, he was moved to Brooklyn Hospital for muscle pain treatment. Upon discharge, the Plaintiff was informed that he would not see a judge, as his case was dismissed and all charges were dropped. The Plaintiff spent over 24 hours in custody and sustained injuries as a result.","documents":[{"url":"https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=dn0paknmsuBpYUFSh8QahA==","type":"complaint"}]},{"name":"Parron, Saccur vs City of Ny, et al.","start_date":"2022-09-28","disposition_date":"2025-01-17","payout_amount":17500,"disposition":"Settlement","docket":"509147/2022","court":"Supreme Court - Kings","summary":"On September 20, 2019, while lawfully near Surf Avenue and West 8th Street in Brooklyn, NY, the plaintiff was illegally stopped, searched, seized, and detained by the defendants, including Jakson, Villarreal, Simpkins, and Panek, without any legal justification and solely because of his race. During the arrest, the defendants unlawfully approached the plaintiff, assaulted, battered him, and affixed excessively tight handcuffs. They illegally searched the plaintiff and arrested him. The defendants who were present but did not actively participate failed to intervene. After the arrest, the plaintiff was transported to the 60th Precinct, where he underwent scans and searches. The plaintiff remained in custody for approximately 5 days. The defendants falsely fabricated claims to the DA, accusing the plaintiff of criminal possession of a forged instrument, criminal possession of a controlled substance, unlawful possession of marijuana in the second degree, and other related charges. All charges were dismissed in favor of the plaintiff on November 4, 2020. As a result, the plaintiff suffered damages.","documents":[{"url":"https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=x6PgH7AWS0RRF2iFYS0OUg==","type":"complaint"}]},{"name":"Tess, Clint vs City of New York, et al.","start_date":"2018-12-19","disposition_date":"2021-05-03","payout_amount":55000,"disposition":"Settlement","docket":"18CV06542","court":"U.S. District Court - Eastern District NY","officer_name":"Jackson, Francis","summary":"On or about June 16, 2016, in the vicinity of Surf Avenue and West 5th Street in Brooklyn, NY, plaintiff was driving with two friends. Plaintiff was pulled over by Police Officer Francis Jackson and L.t. Kautter. These officers falsely told plaintiff that he had two suspended licenses and two warrants. Plaintiff was taken behind the police car and handcuffed. Police Officer Eltabib and Police Officer John Sanchez arrived on the scene. Eltabib, without cause, shoved plaintiff, causing him to fall backwards. The other officers failed to intervene. Plaintiff, who has sickle cell anemia, was in severe pain and breathing heavily after the hit and asked to be taken to the hospital 15-20 times but was denied. Plaintiff was taken to the precinct but was not immediately taken to the hospital after telling the officers he suffered from sickle cell anemia. Later, he was eventually taken to Coney Island Hospital. \n\nPlaintiff was hospitalized from June 16 to June 27. For his entire stay in the hospital, plaintiff was handcuffed to the bed with his feet shackled together. During his stay in the hospital, plaintiff was mistreated by the officers. For example, they often made his handcuffs too tight and did not loosen them when he asked, they made him wait up to 45 minutes after he had said he needed to go to the bathroom, and they interfered with his treatment in the hospital. At the hospital, plaintiff was informed that he did not actually have a suspended license, and instead of two warrants, there was only one for open container. Further, the officers failed to arraign the plaintiff until 11 days after he was taken into custody. After getting out of the hospital, plaintiff was taken to Central Booking, where he was released without seeing a judge.","documents":[{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nyed.425357/gov.uscourts.nyed.425357.15.0.pdf","type":"complaint"}],"url":"https://www.courtlistener.com/docket/8201631/tess-v-the-city-of-new-york/"},{"name":"Orr, April K. vs City of New York, et al.","start_date":"2017-06-16","disposition_date":"2019-12-13","payout_amount":0,"disposition":"Zero Disposition","docket":"17CV03449","court":"U.S. District Court - Eastern District NY","officer_name":"Jackson, Francis","summary":"On December 17, 2016 Officers approached and arrested plaintiff.
