Plaintiff became aware from a distance that police officers were interacting with youth. Plaintiff then saw what appeared to be a mob of people being chased by police in his direction. Plaintiff became frightened and ran into the playground. PO Francy Monestime then tackled Plaintiff from behind, causing Plaintiff to land face down on the ground. Plaintiff began crying, and PO Monestime handcuffed and arrested Plaintiff without justification. \n\nPlaintiff was transported to the 46th Precinct, where he was still handcuffed while he continued to cry. Plaintiff provided his mother's phone number to the present POs, but his mother did not receive any call from the police. Plaintiff's mother became aware of Plaintiff's detention through a relative and went to the precinct. However, Plaintiff's mother was denied entry, and Plaintiff was released to her after an hour. Plaintiff's mother was caused distress when she was not allowed to see her son immediately and saw ambulance attendants enter the station house.
