Defendant Sergeant Leplanch and Officer Sabatano arrived and arrested Lopez for public urination and placed him in handcuffs, which were excessively tight, injuring Lopez. Leplanch confiscated Paramo's car keys, accusing her of drinking, and drove off with Lopez, but then returned and told Paramo and her friend to get in the car so that they weren't stranded, and then drove all of them to the precinct. Paramo demanded Lopez's release and produced a sample of the liquid from the scene of the incident as evidence that it was not urine.
