The officers asked Plaintiff to get out of his car and to present his driver license, which he complied. Without explaining to Plaintiff why he had been stopped, the officers handcuffed Plaintiff. Plaintiff asked why he was being arrested but the officers ignored his questions and pushed him into the police car and transported him to the precinct. After detaining Plaintiff for a lengthy period of time, the officers took him out of the cell and issued him two tickets although he had done nothing to warrant issuance of any tickets. When Plaintiff requested that the officers provide him with their badge numbers, the officers detained Plaintiff for several more hours. The officers issued three additional tickets in retaliation for demanding their badge numbers. Thereafter, Plaintiff was released without being taken to Central Booking and without being arraigned in court. On or about January 2, 2013, all charges levied against Plaintiff were dismissed.
