When McHugh and Knoebel then honked at Plaintiff, he raised his middle finger in their direction.  In apparent retaliation, the officers accelerated their car to pass and then block Plaintiff.  They exited the car and charged toward Plaintiff -- without NYPD uniforms -- one of them shouting \"Who's the fucking guy now?\" and \"You should be in the bike lane!\"  When Plaintiff informed McHugh and Knoebel that there was no bike lane available, one of the officers told Plaintiff's acquaintance that they would arrest him if he did not leave.  They then hit Plaintiff in his cheek and pinned Plaintiff to the ground, telling him \"now for nothing, you're going to spend your weekend in jail.\"  For the first time, the officers identified themselves as police officers.  They continued to push Plaintiff face down into the ground for five minutes, as approximately eight officers arrived at the scene. \n\nAnother officer transported Plaintiff to the precinct and issued a criminal summons for reckless operation of a bicycle.  In support of the charge, McHugh falsely swore that he observed Plaintiff cycling in and out of traffic.  When Plaintiff was about to be released from custody, he asked an officer why he was arrested only to be immediately released. While at RNDC, Plaintiff was attacked by other detainees while the Correction Officers watched and failed to intervene.
