The officers approached and asked them to step out without legal justification. Despite complying, the plaintiffs were shoved, arrested, shackled with metal handcuffs, and searched along with their vehicle without being informed of the reason, yielding no contraband. They were made to sit on the freezing sidewalk for half an hour before being locked in an NYPD transport van for about 3.5 hours. The officers then took the plaintiffs to an NYPD precinct where they were subjected to further illegal searches, interrogations, and scans. At the precinct, Defendant Officer John Doe made sexual remarks to Plaintiff Hernandez while other officers smirked and failed to intervene. The plaintiffs were detained at the precinct for approximately 8.5 hours before being taken to NY County Central Booking. Due to the mistreatment, Plaintiff Kemely Vega required medication and was taken to NY Downtown Hospital while remaining handcuffed. After spending the night in central booking, the plaintiffs were released on March 5, 2022, after about 26 hours in NYPD custody, when the district attorney's office declined to prosecute their case. As a result, the plaintiffs suffered damages.","documents":[{"url":"https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=D3l0QSEoDWvpt6YfE3bCVA==","type":"complaint"}]},{"name":"English, Devon vs City of New York, et al.","start_date":"2020-10-02","disposition_date":"2022-03-24","payout_amount":100000,"disposition":"Settlement","docket":"157925/2020","court":"Supreme Court - New York","officer_name":"Nelson, Rhyan","summary":"On October 7, 2018, plaintiff was a passenger in a vehicle near an intersection in Manhattan. Several NYPD officers, including Detective Rhyan Nelson and PO Brandon Gonzalez, unlawfully pulled over the vehicle in which plaintiff was a passenger. Another passenger and the driver were also in the vehicle. The officers falsely accused the driver of running a red light. Although the officers had no probably cause to believe that plaintiff had committed any crime or offense, they forced plaintiff and his two friends out of the car and unlawfully searched them, the vehicle, and its contents. The officers recovered a bag from the vehicle and falsely accused plaintiff of possessing the bag and its contents. A later court ruling found the car stop and search was unlawful and \"an unnecessarily aggressive escalation of a simple traffic stop that was not legally justified.\" During the course of arresting plaintiff, defendant POs Nelson, Gonzalez, Kevin Earl, Steven Kallap, and Aman Rana used excessive force, slamming plaintiff on the ground and punching him multiple times, even after he was handcuffed. Plaintiff was taken to the precinct and then Central Booking. As a result of the officers' use of force, plaintiff was treated by medical staff. After spending an extended time in custody, plaintiff's case was dismissed on November 6, 2019.","documents":[{"url":"https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=gdG/NW0Wmc9c_PLUS_A8/nlDHFw==","type":"complaint"}]}],"image":"https://www.50-a.org/images/officer/T4EV-rhyan-nelson.jpg","payroll":{"salary":"119980","regular":"115753","overtime":"17632","other":"13597","total":"146982"},"id":"T4EV","url":"https://www.50-a.org/officer/T4EV"}
