He was  arrested by NYPD Officers Estrada and Francis for possession of less than a gram of marijuana. Plaintiff was placed in a single handcuff that was too tight for his size and were not double locked in order to prevent them from further tightening. Estrada and Francis placed Plaintiff in a van operated by NYPD Officers Paltoo, Garitta, and Hawkins who preceded to drive with Plaintiff unsecured in the back for five or more hours. Throughout the driving the handcuffs became tighter and tighter and Defendants ignored Plaintiff's requests to loosen or double lock the cuffs to prevent them from tightening. When Plaintiff was finally taken to the 104th Precinct Stationhouse the handcuffs had injured his wrists. Plaintiff experienced pain and numbers in his wrists that lasted for two weeks, but his right (and dominant) wrist still suffers from pain and diminished use because of the injury. At no point did Defendants take action to end the harm to Plaintiff from the handcuffs.  Defendant Francis later lied when he testified in support of the criminal prosecution of Plaintiff that there were two bags of marijuana in public view recovered from the back seat of the car where Plaintiff had put them.","documents":[{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nysd.412199/gov.uscourts.nysd.412199.5.0.pdf","type":"complaint"}],"url":"https://www.courtlistener.com/docket/13054295/papiashvili-v-city-of-new-york/"},{"officer_name":"Hawkins, Robert J.","disposition":"Administrative Closing","start_date":"2011-05-11","disposition_date":"2013-04-11","court":"Supreme Court - Queens","docket":"008108/2011","name":"Drevis, Debra vs City of New York, et al.","payout_amount":0}],"documents":[{"url":"https://www.documentcloud.org/documents/24441170-bronx-notified-officers-list-edited_redacted-redacted_redacted","type":"credibility-finding"},{"url":"https://www.documentcloud.org/documents/21024105-hawkins-f1ad5a6d2df88389682c1b940667ebebfd939958","type":"brady-giglio"}],"id":"T5RZ","url":"https://www.50-a.org/officer/T5RZ"}
