Williams continued to insist he was not skateboarding and P.O.s Lazarre and Garcia physically grabbed Williams and threatened to arrist him without probable cause. In fear, Williams backed away from the officers, however, P.O. Lazarre grabbed and tasered him. Williams eventually ran away from the P.O.'s, terrified for his life. Williams was pursued by multiple officers; one officer intentionally swerved into the plaintiff with their vehicle and Williams was tackled by P.O.s John Doe #1 and #2, one of whom put pressure on Williams's neck and back. Williams was placed in overtight handcuffs as well. Williams alleges he was charged with false charges based on false allegations made by P.O.s Lazarre and Garcia to the New York County District Attorney's Office. In particular, Lazarre and Garcia alleged that Williams swung at and struck P.O Lazarre. This incident occurred at or about Park Avenue South about or between East 18th and East 19th Street, New York, NY. After being unlawfully arrested and imprisoned by the defendants, the defendants transported the plaintiff to Bellevue Hospital Center.
