The POs stopped the Plaintiff because he was a young Hispanic male operating a vehicle in Bronx County. Plaintiff was arrested, detained and charged without probable cause and without basis in law or in fact. The POs also issued various bogus summonses to Plaintiff, such as a summons for not possessing a first aid kit in the car.
