Mr. Connor was then handcuffed from behind and placed into a van after his questions about what was happening were ignored. Mr. Connor was taken to the 41st Precinct where he was placed in a cell. Defendant officers told Mr. Connor he was being charged with possession of crack cocaine with the intent to sell. Ultimately, Mr. Connor was taken to Central Booking and arraigned on December 2, 2021. Mr. Connor spent two months on Rikers Island before being released.
