The officers, acting without an arrest warrant, probable cause, or any legal justification, stopped, searched, grabbed, assaulted, battered, and detained Villegas in an aggressive and excessive manner. During the encounter, Villegas was subjected to a strip search while in custody, which was conducted without legal reason or justification. Following his arrest, Villegas was arraigned and falsely and maliciously prosecuted for a crime he did not commit. As a result of the arrest, Villegas was incarcerated for over 24 hours and had to make numerous court appearances over an extended period until all charges against him were terminated favorably.
