A few days previously, Plaintiff received a phone call stating police were at his mother's apartment, so he immediately reached out to the 120th precinct and arranged for his surrender. Plaintiff was unlawfully arrested at the 120th precinct when he arrived, despite Plaintiff's possession of proof that he was not in New York when the alleged events occurred. Plaintiff was processed and held in a cell until being transported to Central Booking. Meanwhile, Defendant Officers provided the Richmond County DAs with false information regarding Plaintiff's possession of a weapon and related offenses from a May 2021 incident. At his arraignment, Plaintiff's bail was set at $150,000, which he could not make, so Plaintiff was transported to Riker's Island, where he was housed in the Otis Bantum Correctional Center (OBCC).\n\nWhile in OBCC, Plaintiff was attacked by other inmates because DOC officers John/Jane Does failed to supervise them. Two inmates jumped Plaintiff and hit him on the mouth. On July 6, 2021, Plaintiff was released on his own recognizance because it would have been impossible for him to be at the location of the shooting at the time it occurred.","documents":[{"url":"https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=2nQn9th27dRCcFCaluE6KA==","type":"complaint"}]},{"officer_name":"Truscelli, Arthur T.","disposition":"Settlement","start_date":"2019-12-13","disposition_date":"2020-08-07","court":"Civil Court - Richmond","docket":"007401/2019","name":"Allstate Insurance Company A/s/o Fichera, Scott vs Truscelli, Arthur, et al.","payout_amount":2000},{"name":"Skolnick, Michael vs City of New York, et al.","start_date":"2017-01-09","disposition_date":"2020-05-15","payout_amount":125000,"disposition":"Settlement","docket":"150035/2017","court":"Supreme Court - Richmond","officer_name":"Truscelli, Arthur T.","summary":"On or about September 23, 2014, at or around the intersection of Willowbrook Avenue and Forest Avenue in Staten Island, Defendants-NYPD officers Matthew Reich, Joseph Ryan, and Philip Vaccarino, without a warrant and without probable cause or reasonable suspicion to believe that Plaintiff had committed a crime, forcibly stopped Plaintiff's motor vehicle, directed Plaintiff to exit his motor vehicle, and then forcibly detained him outside his vehicle and searched his person.
